a mio parere parla di un extraterrestre.."there's a starman waiting in the sky, he'd like to come and meet us but he thinks he'd blow our mind", cioè "c'è un uomo delle stelle che aspetta nel cielo, vorrebbe venire ad incontrarci, ma pensa che ci farebbe impazzire"...penso sia abbastanza chiaro

É un autocelebrazione di Bowie come starman ,col duplice significato sia di uomo delle stelle che di uomo - star (inteso come celebrità).
La canzone puo quindi essere letta come un messaggio diretto del cantante al proprio pubblico.
